Here is a lot of 16 Washington Rental Vehicle License Plates from the '90s.
Avis, Budget, Dollar, E-Z, Hertz, National, and some others that I'm not sure of.
You can always tell a rental as it'll be in the AAA0000 format but will have the old mountain graphic from the '90s.
Plates are more than 3 years old and comply with eBay's policy on the topic
